This rule requires existing snow depth of at least 10 cm, temperature no higher than 2°C, visibility of at least 5 km, wind no higher than 8 m/s, and precipitation probability no higher than 30%. It then requires either golden hour with at least 30 minutes of sunshine in the forecast interval, or blue hour with cloud cover no higher than 50%. It does not detect recent accumulation, snowfall ending, or a clearing trend.
This forecast identifies winter windows with existing snow cover, suitable temperature and wind, low precipitation probability, defined golden- or blue-hour light, and enough visibility to photograph Lapland's fells and boreal forest. Riisitunturi, in North Ostrobothnia near the southern edge of Lapland tourism country at Kuusamo, is the specialist location for snow-loaded spruce forms, while Saariselkä and Luosto provide layered fell views and Lake Inari supplies minimalist ice-and-island compositions.
December and January bring blue polar twilight rather than a conventional golden hour; February and March add longer side light and more workable temperatures. Snowfall can simplify a scene but erase distant ridges, and exposed fell roads and viewpoints become difficult in wind. The rule can reject poor visibility, high wind, and high precipitation probability, but it cannot determine whether snowfall has just ended or skies are clearing.
